2 · Main Ideas
Eight blocks, each with the English point on the left and the Chinese on the right. On a phone they stack.
A. What government is 政府是什么
- Government is the institution that makes and enforces a society's public policies.
- It holds three kinds of power: legislative (make law), executive (enforce and administer law), judicial (interpret law and settle disputes).
- Public policy covers everything a government chooses to do or not do — not just statutes.
B. Four characteristics of a state 国家的四个特征
- Population — the people who make up the state.
- Territory — land with recognised boundaries.
- Sovereignty — supreme power inside that territory, with no higher authority above it.
- Government — the political organisation that makes and enforces policy.
- Mnemonic: P-T-S-G. A written constitution is not one of the four.
C. Democracy, republic, and representation
- Democracy: supreme power rests with the people.
- Direct democracy: the people vote on laws themselves (Athens).
- Indirect / representative democracy: the people elect representatives who decide.
- A republic is an indirect democracy under the rule of law — so a republic is a form of democracy, not its opposite.
- The United States is a representative democracy — a constitutional federal republic.
D. Four principles of democracy
- Popular sovereignty — the people are the source of political power.
- Majority rule with minority rights — the majority decides, but the minority's rights are protected.
- Individual freedom — personal liberties are guaranteed.
- Equality of all persons before the law — equal rights and equal legal standing.
- Not a principle: equal economic outcomes. Democracy promises political equality, not equal wealth.
E. Where power sits: federal, unitary, confederation
- Federal: national and state governments each have real, constitutionally protected authority.
- Unitary: one central government holds the power; local governments are its creatures and can be abolished by it.
- Confederation: independent states keep the power; the centre is weak and depends on them.
- Unitary does not mean undemocratic — Britain is unitary and democratic.
F. Presidential vs parliamentary
- Presidential: executive and legislature are separate and independent. The president is elected separately, serves a fixed term, and cannot be removed by the legislature except by impeachment.
- Parliamentary: the executive is drawn from the legislature and stays part of it. It governs only while it keeps parliament's confidence and can be removed by a no-confidence vote.
- Trade-off: presidential systems gain stability but risk gridlock; parliamentary systems gain speed but can change governments quickly.
G. Four theories of the origin of the state 国家起源四理论
- Force theory — one person or group forced everyone in an area to submit.
- Evolutionary theory — the state grew naturally: family → clan → tribe → state.
- Divine right theory — the state is created by God and rulers are chosen by God or royal birth.
- Social contract theory — people agreed to give up some freedom for protection and order; the state exists to serve the people's will.
H. Hobbes and Locke
- Hobbes (Leviathan): people are naturally selfish and violent; without government life is a “war of all against all.” A strong ruler keeps order — that is why people accept the social contract.
- Locke (Two Treatises of Government): people have natural rights to life, liberty, and property. Government exists to protect them; if it breaks that trust, the people may rebel.
- Same starting point (social contract), different conclusion: Hobbes emphasises order, Locke emphasises rights and the right of resistance.
3 · Test-Ready Rules
Most questions are decided by one of these six checks. Ask the question in the left column, answer it, and the term follows.
Who rules? One → autocracy · a small group → oligarchy · the people → democracy (Aristotle's classification).
Where does final authority sit? Centre only → unitary · shared with states by constitution → federal · states keep it, centre depends on them → confederation.
Is the executive part of the legislature? Yes → parliamentary · No, separately elected → presidential.
Can the people remove the rulers peacefully? Yes → democracy · No, power held by force → dictatorship.
Four features of a state: Population, Territory, Sovereignty, Government. Constitution, flag, army, and democracy are not on the list.
A state is a legal-political unit; a nation is a cultural group. A nation may have no state; a state may contain many nations. state(国家)是法律政治单位;nation(民族)是文化群体。
